He is a graduate of the West Virginia University School of Medicine. Dr. Voltin completed his residency in Psychiatry at Charleston Area Medical Center, and is certified by the American Board of Psychiatry and Neurology. Dr. Voltin has worked in private practice as a psychiatrist for over thirty years. Dr. Voltin is a member of the American Psychiatric Association. Dr. Voltin currently serves as an Assistant Clinical Professor of Psychiatry at the West Virginia School of Osteopathic Medicine. Prior to focusing exclusively on outpatient psychiatry, Dr. Voltin served as Medical Director for Thomas Memorial Hospital psychiatric unit, and as Medical Director of the Beacon Geriatric Partial Hospitalization Program. Other past work experience includes serving as an Assistant Clinical Professor and the Local Training Coordinator for Forensic Psychiatry at West Virginia University. He previously served as Co-Medical Director and Psychiatric Consultant for South Central Regional Jail. Dr. Voltin also has served as Guest Lecturer for the West Virginia College of Law.

Dr. Voltin also provides Transcranial Magnetic Stimulation (TMS) therapy services. Dr. Voltin completed a visiting fellowship in TMS at Duke University in 2013 and has been certified as a Brainsway dTMS system operator. He completed Neuronetics training program for TMS in 2012. In the past, Dr. Voltin has been a member of the American Academy of Psychiatry and the Law, the American Medical Association, the West Virginia State Medical Association, the American Headache Society, and the Kanawha Medical Society. He also was previously a Diplomate of the American Board of Forensic Examiners.
